About Project PSDW-HPP

The mortality rate for children under-five in Pakistan is 101 deaths per 1,000 children. Water and sanitation related diseases are responsible for 60% of the total number of child mortality cases in Pakistan, with diarrheal diseases estimated at killing over 200,000 under-five years’ children, every year. Unsafe drinking water is shown to lead to poverty through time spent by women and girls to fetch ‘drinkable’ water from long distances. The combination of unsafe water consumption and poor hygiene practices causes hardship due to resultant high costing treatments for water borne illnesses, decreased working days, and also contribute to lowering of educational achievement due to reduced school attendance by children.

The Pakistan Safe Drinking Water and Hygiene Promotion Project (PSDW-HPP) is aimed at improving the health and well-being of millions of Pakistanis without access to safe drinking water. This (United States Agency for International Development) USAID-funded project is being implemented in partnership with the Government of Pakistan's Ministry of Industries, Production & Special Initiatives. Technical assistance is provided in hygiene and sanitation promotionandcommunity mobilization along with extensive capacity building, complementing the Government of Pakistan's substantial investments in hardware for safe drinking water.

Job Responsibilities:

  • Provide overall project leadership under the guidance of Team Leader and Management of Social AID;
  • Manage technical staff to ensure the project meets internal and external deadlines;
  • Control project schedule and field activities, administration, M&E;
  • Coordinate with core groups in planning and scheduling of works;
  • Develop a detailed implementation/work plan for all activities of Community Hygiene Promotion (CHP), School Hygiene (SH) and Capacity Building (CB) Components;
  • Work with capacity building (CB), community hygiene promotion (CHP), and school hygiene promotion (SH) team members to mobilize the community and establish the water user committees (WUCs) / community organizations (COs) for implementation of hygiene promotion (HP) activities;

  • Receiving training of trainers (TOT) to understand methodology to implement school hygiene promotion program at local level;
  • Conducting pre- and post- tests of 4th class students at Tehsil and Union Council level according to the protocol;
  • Training primary boys and girls teachers in groups in school hygiene promotion;
  • Reporting monthly, quarterly and at the end of project completion using the provided forms and formats by the project;

Job Responsibilities:

  • Collecting baseline data of selected community like, water availability, quality of water, usage, prevalence of water born diseases, contamination levels, incidents of diarrhea, etc.;
  • Distribute and educate the households on the use and utility of the filters by demonstrating at the households with water quality checks;
  • Monitor continuously the use of these filters by community and get feedback;
  • Assist the community/households in resolving issues related to the use of filters;
  • Regularly check water quality at the households and correct if it is going bad;
  • Monitor the improvement, if any, in the health data for the community;
  • Evaluate the pilot at the end of the exercise and willingness of the community to adopt / replicate and continue the practice;
  • Establishing an affordable and sustainable Water Filtration Plants (WFPs) Cost Recovery Models (CRMs) by signing a tripartite memorandum of understanding (MOU) between Water User Committee (WUCs) / Community Organizations (COs), Social AID and TMA and or PHED, etc.;
  • Engage TMA / PHED, WUC/CO and prepare Water Source Protection Plans (WSPPs) in a participatory manner;
  • Work with TMA / PHED to implement those plans and institutionalize the process within TMA / PHED;
  • To engage local media around special events, preparation of WSPPs, WFPs, CO meetings, Global Hand Washing Day, distribution of Filters, etc.

  • Conducting pre- and post- assessment of ground situation on general behaviors regarding hygiene, health and sanitation at Tehsil and Union Council level according to the protocol;
  • Conducting Peer Support Group sessions with Fathers of Children under 5 years of age;
  • Conducting Peer Support Group sessions with Mothers of Children under 5 years of age;
  • To organize Interactive Theater Performance in each Tehsil for males and females separately;

Job Responsibilities:

1. Administration:

  • Will act as Administration Officer and be responsible to carry out the following tasks:-
  • Ensure smooth and efficient functioning and Liaison between Country Office and the Project Office;
  • Maintain a good filing system (read Social AID OFFICE MANAGEMENT – MANUAL POLICIES, RULES, REGULATIONS – OM-MPRR) and keep all files updated, and in their proper places;
  • Will be responsible to look after the security issues of the office;
  • Maintain the following records:-
  • Attendance record of all staff;
  • Leave Record;
  • Vehicle Log Books;
  • Asset / Equipment Records;
  • Mail Dispatch / Receipt Records;
  • Telephone In-coming / Out-going Calls Records;
  • Stationery Records; and
  • Any other record which may be specified from time to time.
  • Make arrangements for Meetings / Conferences and take down Minutes of Meetings;
  • Maintain appointment schedule of the Executive Director;
  • Checking and responding to the general official emails;
  • Supervise the working of the Peons, Drivers and Watchmen; and
  • Strictly control the use of the Project Vehicles and make sure it is used economically to conserve fuel.

2. Finance:

  • Act as Finance Officer and maintain all books of account of Project PSDW-HPP in accordance with instructions received from the management and PSDW-HPP;
  • Develop a COMPUTERIZED ACCOUNTING SYSTEM i.e. Quick Books or Peach Tree;
  • Initiate requests for release of funds based on the approved PSDW-HPP Budget (Internal Application) as under:-
  • Preparing monthly pipelines according to the work plans;
  • Prepare Payment Vouchers based on actual expenditure;
  • Getting 3 Quotations in case of procurement over an amount of Rs. 10,000/-;
  • Obtain Bank Statement on 1st day of each month and reconcile all expenses;
  • Get all monthly Payment Vouchers / Bank Statement / Reconciliation Statements / Monthly Financial Statement etc. verified and scrutinized by the Field Office and Management on 2nd day of each month;
  • Put up complete details of all monthly expenditure to the Management on 4th day of each month;
  • Submit Payment Vouchers / Invoice, financial reports to PSDW-HPP by 5th day of each month without fail;
  • Monitor the incurrence and levels of expenditures, and ensure all transactions remain within budgeted levels, and reflect effective, efficient and economical ensuring optimal value for money;
  • Offer advice to the management on opportunities for resource enhancement, reduction of avoidable expenses, and more efficient deployment of resources;
  • Get INTERNAL AUDIT of accounts done every QUARTER;
  • Get EXTERNAL AUDIT, if required, of accounts done at the end of the Project by a CHARTERED ACCOUNTANT FIRM based in Islamabad;
  • Ensure all Vouchers are backed by evidence of expenditure e.g. purchase bills and cash memos and are duly Verified and Stamped by the Field Office Authorized Person of Social AID;
  • Prepare monthly payroll in terms of valid Employment Letters along with Job Description, monthly Attendance Sheet etc., duly approved by the Management;
  • Resolve AUDIT QUERIES and initiate corrective measures for overcoming system weaknesses, if any, highlighted in the Auditor’s Report.

3. Routine Functions:

  • Maintain summary memorandum records of all fixed assets and other transactions categorized according to nature of transactions using specified formats;
  • Monitor the utilization of fixed assets and ensure all assets are deployed only for promoting the objectives of project PSDW-HPP and are used only by adequately trained staff;
  • Ensure the proper upkeep of fixed assets including satisfactory arrangements for their physical protection and adequate and timely maintenance;
  • Correspond with bankers on subjects such as confirmation of balances, submission of Bank Statements, requisition of Cheque Books, Bank Charges, Interest Income and unexplained entries;
  • Arrange for timely preparation and submission of Annual Audited Accounts of the Social AID to the Quarter Concerned; and
  • Any other tasks assigned by the management.

Required Qualifications & Experience:

Essential Qualifications

  • Accounts/financial services qualification at or above Bachelors level. Qualification and previous proven experience must include computerized accounting in QuickBooks / Peachtree; and
  • Certified training in QuickBooks / Peachtree is desirable;

Essential Skills

  • Competent in computerized bookkeeping including QuickBooks / Peachtree;
  • Competent in the financial tasks: Payments, receipts, transactions, banking, computerized reports, records, back-up etc.;
  • Competent in computerized payroll/pay slips, taxation processes in Pakistan;
